You'd still need a more complex analysis to even hint at causation but gotta say I think the hyperbole over this specific figure is silly. I wonder if we should factor in whether the numbers from the department issuing these notices might just be spun before dismissing even 200 deaths, let alone 2000. Frankly, 2 deaths would make this a hideous policy and we're well past that.
