That's an interesting point. I mean, you can make your own almond meal from freshly-washed almonds, would that mitigate the risk?

If you make it yourself, sure. The key is that the flour making process is not bactericidal, so commercial production can’t assume absolute safety, though some companies are likely taking steps to address this.
