Things you should never eat raw, no matter how delicious #publichealth:
1. Meat (i.e. tartare)
2. Cookie dough
3. Milk (Pasteurize it!)
4. Oysters
I'd also add that 'produce' is probably a bit broader of a category than 'meat and poultry' so there's a bit of bias there too (depends of course on the methodology)

There have been some bad cases with specific things like greens and berries, if I recall correctly. If there were more categories there would be more ability to, um, berrymander. -
Yeh it absolutely varies. Regulation also plays a part - in Australia, we have a very different situation with almost all foodborne illness outbreaks being associated with eggs/poultry (mostly raw eggs/undercooked chicken)pic.twitter.com/ts7T9n7c1z
