So if I want to calculate QALYs, I explicitly need to survey people to establish their self-reported QoL If I want to calculate DALYs, I can use data on their disease-state(s) and don't need to survey people to calculate the score

The primary difference is that QALYs are defined based on observables ("how many QALYs did they live?"), whereas DALYs are inherently counterfactual on the individual level ("how many DALYs did they lose relative to a counterfactual where they did not have disease").

If your question is about whether DALYs and QALYs are objective measure - my answer is (surprisingly) yes. It turns out humans tend to agree on many of these things like a migraine is ‘worse’ than high blood pressure in affecting quality of life / functioning (for example).
