Hmmmm. In theory (and evidence) yes (and I do agree). But a lot of folks end up with “unnecessary” prevention (the dreaded NNT) to protect those few who benefit. Thus the expense. And still do need the ambulance at the bottom of the cliff.

Maybe it should read "prevention is better than cure but not always practical and/or possible this is the challenge of public health" Might not be a big enough sign tho
