Oh I'm sure there are exceptions to the rule, but generally legislating to force behavior change is a more effective method than trying to scare people into doing it

Some people refuse vaccines because they've seen a "shocking" video on how someone was (allegedly) affected by one. I know those are anecdotes, but one of the emotions that causes fake news to spread (per MIT study) is fear (along with disgust & surprise). http://science.sciencemag.org/content/359/6380/1146 …
