I'm not saying that it's a perfect solution - maybe there should be more information such as registered interests or the like - but I think that comes back more to the question of whether curated feeds are a good idea at all

Twitter’s incentive is not to figure out how to credibly interpret the meaning of engagements. It’s to produce them, and then to convince people to keep using their service by putting the best possible spin on it
