Not sure I entirely agree. They have limited methods to define "relevant and useful", and I think your interactions are an important part of that

I'm not saying they lack resources, I'm saying that interactions form one of the most important aspects of how people behave on Twitter, and it's not unreasonable to use them as a major measure of what is important to users
