I think there's a cultural thing with doctors (and others?) that all behaviour change is driven by a knowledge gap. It's how we do Medical Education (all those Powerpoints in lecture theatres) and it's how we do patient educaiton

And it still doesn't work. But we have no better ideas. So we'll do a pamphlet.

partly, you need to make it easier than to not change. which is usually the tricky bit! and probably some instant gratification thrown in as a reinforcer.
