It's also because shame drives stigma, which impacts mental health, which does not help people to be healthier

Also, the difference between smoking and obesity is smoking is one health behaviour which is relatively easy to target. The obesity crisis is the result of the interplay of many different factors which encompass everything from “individual behaviour” to structural inequality.

Overeating/food addiction is unique in that one cannot just “quit” eating. Smoking, drugs, alcohol, etc. are not things that are required for individual human survival so complete abstinence is an option.
