Although I'm not sure I agree with the seriousness of improper access by authorized individuals, I think in the case of MyHealthRecord the legislation is extremely strict with regards to such access, although enforcement efficacy remains to be seen

For example, a doctor who stickybeaks in your medical records - say in the hospital - risks getting reprimanded or fired. Possibly sued If they do the same with MHR, they can go to jail
