What the question should've been, in context, is "Do you think that the ANU should offer an additional, privately-dictated degree in Western Civilisation, given that there are already several degrees that cover this topic very well"
If you ask a bunch of people a ridiculous question, the only real answers you can draw are a) the people doing the survey have a ridiculous agenda and b) they probably don't know much about surveys
