But isn’t it also problematic to think we could pass laws to keep guns out of the hands of people that have no regard for laws (ie criminals or “bad guys”)?

Not at all. There are, of course, gangs/career criminals who you're unlikely to affect, but they are the outliers. Most people who commit crimes follow most laws!

That's what's happened in Aus/elsewhere - there are some people who hoard illegal firearms, but the vast majority of such weapons have been removed from circulation
