I guess a bit of both? We see the disabling impacts of diabetes all the time - blindness, amputations, chronic cardiovascular disease - but I am not as well educated on the impacts of these disabilities nor on their compounded effect with diabetes as I'd like

I think one of the issues is to get away from the specifics of individual impairments (while meeting the access needs of those impairments), and look at what changes would make sure people can live an ordinary live. So transport, employment, health system barriers for a start.
