Before the war renewed, #Tigray leaders wanted basic civilian services restored in the region before peace talks with Abiy Govt began - a request supported by U.S. and EU envoys. Tigray has been without banking and telephone links since #Ethiopian & #Eritrean soldiers pulled out.
