Preclearance (PC) is when states/localities need approval from DoJ to enact redistricting plans/voting laws. Texas used to be in this situation before SCOTUS struck down VRA sec. 4. Sec. 3 provides a process for states to get bailed back into PC if they're shown to discriminate.
