.@marty_lederman notes that this panel is very timely. About 5 weeks ago, the Secretary of Health & Human Services declared that we are hereby in a public health emergency due to #coronavirus. #JNSLP #emergencypowers

Panel is discussing the #ARTICLEONE act. The bill’s full name is the “Assuring that Robust, Thorough, and Informed Congressional Leadership is Exercised Over National Emergencies Act," @marty_lederman shares. #JNSLP #EmergencyPowers

The reason the bill was introduced was political, re: a congressional vote on the border wall. Sen. Mike Lee introduced as a way for Republicans to vote for #ARTICLEONE, without directly going against POTUS. Not initially supported by Democrats. - @MargLTaylor #JNSLP

"It's a narrow bill with an incremental approach," @MargLTaylor says. Is it worth it? "If there is an opportunity to do incremental change, I would do it every day of the week." #JNSLP

.@MargLTaylor suspects that all democrats plus independents would vote for this bill. The question is whether it will make it to the floor. "That's up to Mitch McConnell" "He's not going to do something that sticks it in Trump's eye." #JNSLP #emergencypowers

"The risk of abuse is high. Trump has illustrated it," says @petereharrell. Harrell says the President's threat of ordering U.S. companies out of China is something the administration could and would do with IEEPA (International Emergency Economic Powers Act).
