I tried uninstalling and reinstalling it only seems to happen on my phone and I sometimes get stuck with the overlay constantly on and I'm unable to view the video properly I searched through the setting but found nothing I think this is a problem with an update for Android Oreo

Same thing happened to me, I found your tweet but no solution at all. I have now finally found out what it was. Go to your Android Settings app -> Accessibility -> disable "Switch Access". Go back to YouTube and it works as expected!
