I wonder to what degree this is laziness and to what degree it's learned helplessness. I'm sure the answer is that it's both, I just don't know what the ratios are.
I think the root problem is actually not just that unfucking things is hard, it's also super depressing, because even if you do the hard work of unfucking things it mostly involves a long slog to achieve fairly modest change, and people don't rate that as worthwhile.
I find a lot of people only care inasmuch as they want others to think they care while taking absolutely no responsibility for unfucking anything, and so things stay fucked
