If you tag someone they get notified of any subsequent tweets in the thread! (Which, by the way, is good to be aware of so that you don't unnecessarily spam someone's notifications. I once made a list of folks and it blew up. Never made a list since haha)

Ah rereading context I think I slightly misunderstood your point. Threads no longer continue to @ in the people you @ in earlier in a really annoying way, which I thought was what you meant, but conversations like this do unless you deliberately untag them.
