1) is this real? 2) how on earth would they enforce this? 3) this forces people to out themselves if they want to increase odds of getting promoted (dumb) 4) increases chances of being perceived as being in charge due to identity and not having earned it

I mean honestly this seems pretty plausible to me? Bi is a sufficiently inclusive label that if you remove most of the social stigma from it I bet you'd find the majority of people were bi, albeit likely with a strong gender preference one way or the other.

Yeah. In context though I guess it mostly means that as well as being a huge overreach this policy is also uselessly weak, which is an impressive combination.
