I mean honestly this seems pretty plausible to me? Bi is a sufficiently inclusive label that if you remove most of the social stigma from it I bet you'd find the majority of people were bi, albeit likely with a strong gender preference one way or the other.

Yeah. In context though I guess it mostly means that as well as being a huge overreach this policy is also uselessly weak, which is an impressive combination.
