Although now that I think about it more, it might be both rather than primarily within-identity-group. Not sure.

I'm wondering what makes it so annoying.

Outgroup identity projection is annoying because it triggers rejection response, or is an unpunished breach of trust-building norm. Like "me being X is not a judgement of you being not-X" is a kind of empty sentiment, because it is, just in an implied way.
