I'm generally of the opinion that honesty and mutual cooperation with people are the path to a better future for everyone, but it must be noted that for this purpose neither your boss nor your landlord counts as a person.

And when that's the case, most landlords will be shitty because they can afford to be because it's a market for lemons (because even the good landlords cannot reliably signal their virtue). When the alternative of buying your own place exists that creates exit power for tenants.

It's even more complicated than that, because shitty tenants also exist in extremely nonzero quantities, and will preferentially look for "nice" landlords whose feelings of empathy they can exploit.

A bigger factor than property prices is how little slack is in the property market. The UK for example has such a tiny proportion of vacant homes (due to fear of blight) that landlords can be extremely shitty before it starts causing their properties to be left vacant.
