This goal is unattainable and even approaching the feasible proximity of this goal would be bad. Competent creation necessarily has a high degree of consumption, because all creation is iteration off previously created things.
Again, disagree while thinking we would benefit from moving at least somewhat in this direction. Cultures that are hyperlocal in the way you're describing tend to be stagnant because they're not plugged in to a broader source of variety and perspectives.

Stagnant cultures are terrible, because they self-sustain by heavily punishing anyone who doesn't fit in, and they're certainly not what you should want if you value any sort of creation that is worth the name.
