Where would you expect a minority population to be most upset at their treatment by the majority population? In a city where they were over represented compared to the national average or under represented?
Also most cities in the US are majority white, as you would expect given that over 60% of people in the US are white. https://statisticalatlas.com/United-States/Race-and-Ethnicity … vs https://statisticalatlas.com/place/Oregon/Portland/Race-and-Ethnicity … has Portland significantly less black than the national average but it's not a tiny population.
