It's the politics not the ideas, really, that are the barrier. Would be possible to, for example, set up such a department within a university or a civil society org - but it's hard doings in these times for various reasons.

My general impression though is that presentation norms are much more enforced by the risk of violence from other men than the judgement of women.

It's both I think. We already discussed many women refusing to date bisexual men. The same applies to non conforming men when it comes to clothing or other behaviours. And you're right, other men will enforce norms via aggression too.

As someone who's not part of that community, my experience would be social consequences from going in that direction... the message is that women should be able to do anything men can do, but men shouldn't do the things that women do

I'm bi, but my communities have been traditionally Catholic and conservative. While my younger parts of the communities are pretty chill (they don't hate you), the revulsion is still there to the idea of *themselves* doing something like that. It would not be looked on fondly.
