I don't really understand why everyone doesn't grind problem solving skills constantly. It feels like almost everyone gets to a certain (often quite low) skill level in what is basically a cheat code for life with unbounded upwards growth and then goes "welp, that's good enough"

Solve problems that you don't know how to solve. Pay attention to the problem solving process and figure out what you can learn from it that you can generalise and apply to other things. Watch other people solve problems. Ask them how they did it.
