Combination of factors. Most Luftwaffe aces were flying on the Eastern Front, against (initially) poorly/quickly trained Soviet pilots. By the time Chuck was flying combat missions in the West, the Luftwaffe had been depleted and didn't have the planes or pilots to send up.

As mentioned, the P47 pilot was Robert S Johnson of Lawton, OK. His a/c was already shot to pieces when the 190 stumbled on him. Johnson came to the conclusion that the 190 must have been out of 20mm cannon shells. Read his book, Thunderbolt!pic.twitter.com/dvC3BFL1Yp
