If you read the link you sent it's £120m over the last few years plus £22m this year. So, if you want to be pedantic, it's over £140m cut.

We allowed for a council tax freeze, we actually pledged it. CT is 20% of the budget. It's their cuts to the 80% that have have hit services

If I was being pedantic I would point out the 22 odd million is a projection. They also say it can go up if the government grant falls.
