I think it depends on time as well, nights and weekends are pretty empty, but the office workers don't seem to have a choice and the difference is not that big

The problem isn’t downtown, people are doing good about avoiding Yamanote stations and Roppongi and stuff but suburbs people are out and about like normal. It’s almost like they think we’ll known spots are the only danger

It's not the transit hubs that matter now. It's residential communities.

Completely agree with this. People are indeed avoiding the entertainment hubs like Shinjuku or Shibuya, and seem to be generally heeding the call to go home after work. But the streets of my area in Nakano and Koenji, where people live, were as crowded as ever as life goes on.
