When Tehan says "cases", exactly how many does he mean? Because there would only need to be two for that statement to be true but that wouldn't stop it from being, at best, a mistaken reaction to a manageable problem.

How? It explicitly allows for considering of personal circumstances. It'd protect students from racking up 220 000 to over half a mil in debt. If people consistently fail half their subjects they should reduce the number of subjects they take. Wasting $ and time otherwise.
