It does, from my POV, reply like a person, in the sense it scrapes language that feels conversational. This seems to be a definitional thing - I think it's uncanny in the same way a Swiss clock or a mechanical Turk is uncanny. It's delightful and weird. Not intelligent.

To be fair, it may only be a matter of individuals holding a computer to the same standard by which they judge themselves, eg attributing intelligence to being right at a small but noticeable frequency [this is a joke!]
