Bird and human brains barely have daylight between them even for brains that evolved on this planet. Vertebrates are narrow variations on one theme.

One could imagine many different ways to have a "brain." So on a landscape of observed and possible brains birds and humans are quite close. If you're only defining a brain as vertebrate, then yes they're quite different.
