I do know ML is not AI. To be more specific, I regarded ML as a set of methods but AI is like a goal or something. So it a bit odd for me that you say ML is not AI. To me they are different things /concepts and not comparable.
my view is that ML is a subset of AI, one set of techniques to get us to intelligence but far from all we need.
I'm sure it could get us there, but so could sticks and elastic bands. I'm not being facetious I just mean there are superior techniques to generate intelligence. To rely on or leverage ML is to choose a very difficult path on an already hard challenge.
