If you go to Phoenix you can sign up to use self driving taxis (no driver). Level 4 given the right conditions. Despite various complaints about their driving style, it is hard to not call that "fully self driving" isn't it?

fully-self driving means to me the vehicle can safely go wherever you want, whenever you want, without a human safety driver or teleoperator. not limited routes, limited weather, with special HD maps only available in specific regions, etc.

It's unclear what Elon means. I wonder if he means a bunch of features that are currently "missing" - eg handling stop lights - will be in place (but not working perfectly) and he's calling that "feature-complete". Seems a bit arbitrary if so. What people want is "full autonomy".
