My understanding was that ELIZA wasn't even designed to fool people (or be intelligent) but more to model "cocktail party conversation" (or, as some interpret it, o Rogerian psychotherapist).

Language alone can’t reason about language. Pretty sure we’ve known this. Even in math where we’ve designed it all as such. There will never be a language solution to the language problem.

I think perhaps a good parallel would be GPT is to NLP what GAN is to computer vision. You wouldn't say a GAN "understands" what it generates :)
