no. I think we know only enough to gain some hints; that's what Chapter 7 of http://rebooting.ai is about, but at the same time Davis and I argue that not enough is known.

and I think neuroscience is in a similar position...there are experiments that give hints, and many of those hints are actually useful. and if you put cogsci+neurosci together, some of the pieces might actually start falling into place.
