I think that's pretty fair. I wish I understood why people get upset about this kind of writing - it seems mostly uncontroversial to me. Personally, I don't see fundamental barriers to neural networks addressing most of the challenges, but time will tell who's right about that!
i see fundamental barriers to networks that don't incorporate symbol-manipulation, and describe in detail in chapter 3 of The Algebraic Mind.

For sure. No doubt it my mind that symbol manipulation is critical; and also that variously composing and reasoning about those symbols is a hard problem. I don't (yet!) see that, with appropriate structure and appropriate representations, it's impossible for NNs to do all that.

neural nets need to incorporate symbols, not deny them. it's not impossible, just mostly out of fashion.
