Conflating volition-driven intelligence with intelligence overall, perhaps? It seems to me that if the action is still a good fit for survival, that is to say the environment hasn't changed too much, the action is still intelligent regardless of whether it is automatic or not.

Can be an action intelligent? Or is rather the individual or artifact that executes the action intelligent depending on its completion and difficulty?

Please. Animals must have a certain amount of innate knowledge, not because it's required for intelligence but is needed for survival. It takes human infants years to learn how to walk. Our AGI will not need to survive in the wild, eat or procreate. They can learn everything.
