Part of the problem is that everybody is working with their own definition of "understanding." Usually people mean simply that given some input, some output results. But really it implies not only a constellation of common sense, but how such is integrated -- then understood.

It must be defined by input and output otherwise no AI will ever exhibit "real understanding" as people will claim it is missing something essential. This is the beauty of the Turing Test. It has its flaws but that's its main lesson.
