Effective application of RL requires tons of data or a good simulator of the system to be managed. Many industries are developing "digital twins" of their systems, and these will enable RL to be applied to those systems.
You think that will work for Level 5 driving? For medicine w rare diseases? Conversational NLU?
We don't know how to build a simulator that captures open worlds, so we need additional ideas. One promising direction is to combine anomaly detection and risk-sensitive RL. DARPA is funding work in this direction in several programs (Assured Autonomy, CAML, SAIL-ON, etc.).
