"Losses" has a very specific connotation. You could have chosen a different word. Don't use words with specific connotations, and then pretend to be surprised when people infer the connotation from what you said.

Ok, you didn't say they were horrible, but you claim that they were able to spend that much because of 'over hype'. Fundamental science should be given the luxury of undershooting its original targets.
