Innate through evolutionary exaptation. The point is that humans evolved to have this capability through a mechanism other than language. Humans don't have innate symbolic processing machinery.

I totally agree: the means to learn them is probably innate. But, that’s perfectly in line with a research approach that emphasizes learning! Our goal is to find the right learning mechanisms for learning the sorts of systems we’re interested in. No free lunch applies after all!
