How would that be relevant? Software didn't exist until the mid 20th century. Symbolic manipulation didn't exists prior to algebra. What does it have to do with human cognition?

I suspect he might be referring to the fact that early AI systems used predicate logic to solve certain problems. I believe expert systems in particular really benefited from that.
