And here is a (flawed and very preliminary) proposal for how neural circuits could do it:https://www.biorxiv.org/content/early/2018/04/22/304980 …

Yes. This happened with GPU's, as manufacturers added hardware to accelerate "common" software tasks to render 3D objects. They are now innate abilities a programmer can take advantage of.

Right, so it’s conceivable that there’s a general primordial computational soup of stuff that given enough spacetime could evolve into a symbolic system? Thus the issue at hand is... we don’t have the patience to let “neural networks” evolve... just seed them with symbolics.

I tend to agree with your overall hypothesis and have for awhile. Arrived here too through 17 years of being a practitioner of the dark arts of data. Here’s my best attempt at tying my thoughts togetherhttps://medium.com/@un1crom/mapping-existence-35a32ece6a3c …

If you mean Universality (see: Wolfram) then I agree that all intelligent systems require this. Few will contradict this argument. When you say variables, do you mean memory? When you say symbols, do you mean pointers to memory? When you say operations, do you mean sequences?
