Tax breaks for top employers like Amazon are somewhat similar to the low rents that anchor stores pay in malls. Anchor stores (used to?) take up 60% of the space, paid 10% of the rent. The counter factual we won’t know is whether they still would have chosen NYC and DC without the tax incentives. IIRC they got better offers from other cities.
