is trying to make Southern California the speciality coffee capital of the world. Pretty ambitious. Does this count as growing in marginal climates?

You would need to compare climate data.
But even current coffee regions are experiencing sustained weather pattern shift.
Big question is whether the wild refugia for germplasm will continue to exist.
Same issue for many tree crops - esp. avocado.
