Thanks, @YouTube. Our new video is set to public, yet somehow is stuck in private and unviewable. It has also gone to sub boxes despite being unviewable, thereby condemning the upload to failure. Will delete and re-upload it.
It did show as public in the manager and everywhere else, but we deleted it and re-uploaded it.

We will note that we greatly appreciate the twitter support, but it'd be better for everyone -- especially YT -- if we could handle these via email in the future. We used to have a partner manager until that program was killed spontaneously.
