Yes, humming counts as melody and under US law the melody is copyrightable. That's the music industry and US law, and if YouTube doesn't comply they'll get sued. To fight this YouTube would have to go to court for every claim.
That is very ridiculous and doesn't take context/scenario into account. Doing that for the sake of someone on camera humming without trying to recreate music is WAY overkill.
Yeah, it's always been like that for TV. That's why they don't hum popular tunes in movies unless they got permission and it's credited. Us normal people only realise it now because we're making money from videos now. They don't censor on YouTube, it's just a claim.
